Resilience First, in collaboration with the Centre for Whole of Society Resilience, warmly invites its members to a lunch briefing featuring a panel discussion on a Whole-of-Society Approach to Urban Resilience, which will take place on Wednesday, 30 April, from 13:00 to 14:30 in central London, kindly hosted by PA Consulting.

As UK cities face increasing pressures from climate change, technological disruptions, security risks and global supply chain vulnerabilities, urban resilience has become a crucial priority for policymakers, businesses, and communities alike.

Our reliance on interconnected infrastructure, supply chains, and utilities makes resilience a key driver of long-term value, ensuring economic continuity in an increasingly volatile world. This event will explore how the recently published standard ISO 22371 on urban resilience can be a strategic tool to assess and mitigate emerging risks, empowering you to better adapt to and navigate future challenges.

Key discussion points will include:

  • An introduction to and discussion on how ISO 22371 guides urban stakeholders in preparing for and responding to unforeseen disruptions, and the benefits of urban resilience for businesses, cities, and communities. This will be presented by Caroline Field, who led the creation of the standard.
  • Business perspectives on how demographic shifts and future user needs are being incorporated into resilience strategies.
  • Examples of building resilient infrastructure, services, and communities.
  • The essential role of cross-sector collaboration in creating a more resilient urban future.

Bronwyn Bullen

Head of Organisational Resilience, UK Power Networks

Bronwyn began her career at EDF Energy working in communications and marketing, before taking on various roles at UK Power Networks in the fields of customer insight and business improvement. Since 2018, Bronwyn has managed the company’s organisational resilience strategy and is credited with guiding the company to achieve the highest rating in the UK Cabinet Office’s baseline review for Resilience. Bronwyn is an Associate Member of the Business Continuity Institute and a regular contributor and speaker at resilience events and forums.


Rick Cudworth

Executive Director, Resilience First

Rick is a senior advisor in organisational resilience and strategic risk mitigation and is a founding partner of resilience and crisis specialists ResilienC. With over 20 years’ experience as a Partner at Deloitte and KPMG, he was also Chair of the British Standards Institution Technical Committee for Continuity and Resilience, where he has been influential in the development of British and International Standards in the field. He is a member of the Cabinet Office Behavioural Science Expert Group as part of the National Security Risk Assessment process for the UK, and a visiting professor at King’s College London and visiting fellow at Cranfield University School of Management. He was a contributor and co-editor of the National Preparedness Commission’s report: Resilience Reimagined: A Practical Guide for Organisations


Caroline Field, CEng FICE

Partner, National Resilience, PA Consulting | Co-founder, The Centre for Whole of Society Resilience | Visiting Professor, Loughborough University

Caroline works in industry leading National Resilience at PA Consulting; helping clients develop and deliver resilience strategies whilst providing a framework for measuring the benefits. Caroline brings expertise in resilient leadership and decision making – catalysing behaviour change in organisations and communities to deliver greater resilience. She is accredited in resilient leadership and has expertise in systems-based decision making to de-silo and prioritise resilience building efforts – understanding interdependencies and linking resilience to measured strategic outcomes. Caroline is a Royal Academy of Engineers Visiting Professor of Structural and Infrastructural Resilience at Loughborough University linking research and practice and helping to shape the future of the profession.


Simon Godfrey

Senior Director, Strategy, External Engagement & Growth, BT

Simon has spent over 30 years working closely with a wide variety of Public Sector clients. He’s worked client & supply side, spending 3 years working at No10 in the early 2000’s, and subsequently he’s led the private-public interface for SAP, Oracle, GSK and now BT since 2017. He’s now responsible for designing and delivering BT’s Public Sector Strategy, in particular focusing on all aspects of resilience, placing BT’s criticality to the Nation squarely into the current political debate. Simon is also (failed) economist by background, and has had the pleasure of chairing the technology trade association (techUK), the tech committee for the Business Services Association (BSA), and is also an advisor for international SME’s entering the UK, and he has now been appointed to the advisory board for the Department of Business and Trade (DBT) for the UK / Ukraine 100 year partnership.


Kristen Guida

Head of Strategy, Prevention & Community Resilience, London Resilience, Greater London Authority

Kristen is Head of Strategy, Prevention, and Community Resilience, and has been leading on City Resilience at the Greater London Authority since March 2022. Before that, she worked for more than 15 years coordinating climate change adaptation partnerships, as Manager of the London Climate Change Partnership, Director of Climate South East, and Chair of Climate UK. Her major interest is in bringing together people and ideas from across sectors to respond to social and environmental resilience challenges. In particular, she is interested in the social justice issues raised by climate change and other crises, and the need to incorporate equity in resilience policy and planning. Previously, she worked on human rights, as a Senior Researcher on political rights, civil liberties and press freedom at Freedom House in New York.


Nadine Sulkowski

Senior Lecturer in Systemic Resilience Planning, University of Gloucestershire

Nadine Sulkowski is a Senior Lecturer in Systemic Resilience Management at the University of Gloucestershire and a Fellow of the Institute of Strategic Risk Management. She has extensive experience in developing international collaborations and multi-stakeholder partnerships.
Nadine has contributed significantly to higher education governance structures. She has led notable projects, such as the Erasmus+ capacity building project “Building Universities in Leading Disaster Resilience (BUiLD),” which established a systemic disaster resilience framework and Centres of Excellence across Indonesia. As part of the Erasmus+ empowerment4pandemias project, she has designed an organisational pandemic resilience framework for the healthcare sector. Nadine teaches resilience planning and crisis management. She focuses on strategies to enhance systemic resilience in various contexts and trains students on effective communication strategies during crises to manage public perception and organisational reputation. Her goal is to inspire students to become future change agents and innovators in these fields.
